Feature Request: Automatic Video Transcription and Closed Captioning

Description

It'd be nice if Brave could automatically transcribe videos and show closed captioning.

It would be really, really nice if Brave let users see transcripts of a video and search through it.

YouTube does this if an uploader enables automatic captioning, and Brave could use YouTube's UI as a starting point.

Videos off YouTube don't have automatic captioning or a transcript.

Expected result

All videos using the browser's video player have automatic captioning and a searchable transcript.
