Description

Currently I have to launch brave with --enable-features=TouchpadOverscrollHistoryNavigation, I can't do this in every case without modifying things I really don't want to have to.

It would be great to have it togglable in brave://flags or just in the settings.

Steps to reproduce

  1. Search brave://flags for "Touchpad" or "Overscroll"
  2. Search brave://settings for "Touchpad" or "Overscroll"

Actual result

No related flags or settings appear

Expected result

A flag or setting to enable/disable the overscroll navigation feature
