missing a crucial word, adding committee chair changes

- missed name of secretary
- who is chair of committees with Kins on leave
- clarification that she becomes member (on leave)
- Kins become active member of committees on her return

Note: committees can name their own chair at any time, so when Kins
returns she can decide where she has energy and work with each committee
to determine where her leadership is needed most
