Temporal grouping has to match the time resolution of TemporalDistribution

In the case that the underlying temporal distributions have a finer resolution that the one chosen in build_timeline, the amounts get added in the timeline. We currently don't account for this when building the matrices (which happens based on the amounts), so the scores are always too high in that case.
