The regional constraint track is currently only shown when viewing ExAC data. So that the gene page UI is consistent across datasets, a placeholder message should be shown when viewing gnomAD data.

It was decided that it's better to show ExAC regional constraint (with a note that it's based on ExAC data) instead of of no regional constraint.
