Move deployment from EB to ECS

Deployment of RYP needs to me moved from Elastic Beanstalk to Elastic Container Service to provide better support for running multiple Docker containers, and in particular allow the use of docker compose to manage the services.

Need to work out how to run docker compose using github actions.
