ui: setup github packages and upgrade dependencies

Summary:
- Setup cypress on lib
- Setup github actions to run lint/test/cypress/styleguide.
- Upgrade dependencies (yarn.lock was changed, so versions need to be consistent).
- Minor fixes due to version change.

Test Plan: lint, flow, test, cypress, styleguide.
