Create CONTRIBUTING.md

Started a docs folder which will have readmes for using the respository and a table of contents guide.

Started a "contributing" file on how to contribute to the repository. Towards PR #349

I made a docs folder which I think should include:
-Organized list/description of functions in the repo
-Contributing guidelines

The main readme file in the root directory should be updated and point to these things.
