GenPipes documentation: Developer's Guide Outline (Lower in priority)

As of June 11th, this SoW item is lower in priority than GenPipes RTD docs sync up activity - bringing them on par with latest released GenPipes software / pipeline code.

However, work with Hector/Rola to get a high level outline of the dev guide until we come to this work item , esp wrt guide structure:

• High level outline
• Any good references that GenPipes team already has that needs to be kept in mind - say xyz product dev guide or say for example https://github.com/broadinstitute/gatk#developers
• Review outline with Hector/Rola/Mathieu to see if we are in sync with what is needed by GenPipes developers.
