The C# build is now failing. It is likely from a change with visual studio 16 to 17, and then .net framework version changes.

This is a priority since we can't run the C# unittests for checking any breaking changes.

Build still works with Visual studio 2019, using .net 7.3,

cmake with 4.5 and targetted 4.5.2
