Detailed description

Describe in detail the issue you're having.

For toast notification ; when a user who is visually impaired performs any actions i.e. Create, Save, Update and delete toast notification is shown message. the message is not automatically read as soon as it appears. For a person who is visually impaired it would be difficult to know the status of the action performed.

NotificationService | NotificationModule

What did you expect to happen? What happened instead? What would you like to see changed?

Message should be read automatically as soon as it appears on the screen.

What browser are you working in?

Chrome, Edge

What version of the Carbon Design System are you using?

Carbon 11, [email protected]

Steps to reproduce the issue

1.Turn on the windows narrator through Settings> Accessibility> Narrator
2.Perform CRUD operation and observe when toast notification appears on screen
