What this enables
An agent that has built up strong security-review trust in one organisation's CaseHub deployment can carry that reputation to another. Currently every deployment starts every agent at Beta(1,1) = 0.5 regardless of history.
This closes the key Gastown Wasteland advantage: Gastown stamps travel across organisations via DoltHub. CaseHub's model will be superior because trust is computed algorithmically rather than manually curated.
