Add a check to check the check api post install

If we have a plugin that provides checks, then in our inf as part of a smoke test post inf we check for any issues including using the check api. If anything is wrong it flags the deploy.

If we have a new plugin that needs say data in place done via cron for the check to pass then we have a chicken and egg and we want to raise that at ci time.

• Add a new ci check which runs the cli checks.
