+- **Scaling decisions now recorded in cluster mode** — The cluster evaluation path (`evaluateAndPublishClusterRecommendations`) was missing decision logging entirely. The `scaling_decisions` array in the cluster summary was always empty, causing downstream dashboard cards (Total Decisions, Scale Ups, Scale Downs, SLA Breaches, SLA Recoveries, Predictions) to show 0. Scaling decisions are now recorded in Phase C of the cluster evaluation loop for every workload where target differs from current workers. (#20)
