We need order level and logical operator columns in all Spreadsheets defining where clauses in the example Excel file

This change was implemented in one of the previous updates to the template. Columns for level, order and logical operator are now present in all ARS Template sheets containing where clause definitions (DataSubsets, AnalysisSets and AnalysisGroupings), and utility programs that reference the Excel structure - both python and SAS - have been updated to align with the template.
