Explain Delegation #309
Description
I noticed a significant number of those who register as a delegate have 100% of their voting power delegated. This leads me to wonder if they misunderstand what registration is for. and they actually just wanted to give their voting power to another not recieve others voting pwoer.
on the registration page explain using simple english that registering is only needed to recieve others voting power.
