Switch from file based Institution listings to utilizing the API endpoints as outlined in cfpb/hmda-platform#3269

Updated the NOTE to call out why users will see different quantities of Institutions available for selection based on the Geography selected, or why an Institution they had previously selected is no longer selected after updating Geography selection.
