Create TS and LAR tabs in LARFT

In order to allow users easy data manipulation, we should create two tabs on the LARFT, one with the headers unlocked for the Transmittal Sheet and another with the headers unlocked for the LAR. Along with the new tabs, we should update the quick start guide with guidance on how to use the new tab for data manipulation as well as why rows 2 & 4 are locked in the Data tab.
