wget will only work on unix machines

I've got this issue trying to create a plugin on windows. if not feed then curl -O {url} should do the trick

also noticed that github redirects from

https://raw.github.com/bevry/base/master/{{{the file}}}

to

https://raw.githubusercontent.com/bevry/base/master/{{{the file}}}
