Create a standalone repo for the workflows service

The CZID entity service has been renamed to platformics and pulled out into a standalone repository here, but the workflows service adds a lot more power to it. We need to pull it out of CZID and package it for distribution as well.

Ideally workflows would have its own repository (platformics-workflows?), and use the platformics base docker image / python library as a dependency but if it needs to live in this repository temporarily, that can work as well.
