Build 'LIBS' without enabling AMPI

Hi folks,

When I pass -DTARGET=LIBS (instead of -DTARGET=Charm++) to cmake, building of AMPI is also triggered. I really only would like to have 'charmcollide' in addition to the Charm++ target and not necessarilly all LIBS nor AMPI. Is there a way to build 'charmcollide' (or LIBS) without triggering AMPI?

As a solution, I have fixed my build system so the problematic targets no longer pick up the AMPI headers, which fixes the issue created by building AMPI and overwriting my MPI_C_INCLUDE_DIRS and MPI_CXX_INCLUDE_DIRS.
