How do I get a negative rotation without labels being pulled into the chart.

I am trying to get the hours on the X-axis to point toward the chart but I either need to rotate the axis by 180 or -90 in either scenario it causes the labels on the axis to be pulled into the chart, am I going about this the wrong way or is it just or possible?
