feat: support for waiting for checks to reach a state

Hello!

Thanks a lot for the provider! We are very happy users of this!

One of the ways we use this is to provision some checks in a disaster recovery drills and have a script that loops until the checks are passing to make sure our recovery worked. We currently call that from a local_provisioner and we were wondering if its a useful feature to be added to the official provider? Something like:

resoruce "checkly_wait_for_check" "recovery_check_1" {
  id       = checkly_check.api_service.id
  retries  = 10
  interval = 5 # seconds

  expected_state = {
    hasFailures = false
  }
}

If this is something that you think is worth adding to the provider, we are happy to raise a PR for this! 😄
