FR - Create different action template for project mode

Currently, only --scan mode is allowed to execute in a GitHub Action, it would be interesting to create different release, one for scanning and another one for project so it's possible to also only fetch the results and not trigger the scans so the results can be written to a bug-tracker or to a SARIF report or some other target output without having to trigger a scan.
