Saving favorite packages

Is Your Feature Request Related To A Problem? Please describe.

As a logged user I want to have the ability to save my favorite packages.
Therefore I can find them easily and build a collection. Currently my alternative is using a packages.config.

Describe The Solution. Why is it needed?

1. A new Button between Profile & Account called "Favorites" where all my favorite packages are stored
2. On package site the ability to "star" a package
