I've been noticing this problem for a long time now ever since Fedora 40 (39?). I have always thought that this is Firefox but it happens on mpv too, which says it's using this decoder. On YouTube I never have this problem if I decode AV1 and always do if I decode AVC. To reproduce, go back and forth with the left/right arrow keys on a video on different time stamps.
