Rounding occassionally not working

There are a few cases where the candidate stats don't round, making for an odd appearance.

Context

For example, looking at the Laruby May expanded details from the front page:

Percentage Raised from Ward: 13.100000000000001%
Ward Concentration Score: 0.13242

Expected Behavior

All numbers should be rounded to reasonable decimal places. Percentage from ward should be to the nearest whole percent; ward concentration score probably should be rounded to two decimal places.
