The city is providing most of the data that we need to power the site, but there is some metadata that needs to be stored to power part of the UI.

Tasks:

Create a lookup table between addresses found in the contributions data and data looked up out of the Master Address Registry
Create lookup table that maps a race id to a campaign id
Create a lookup table that maps a candidates name to a set of campaign ids
Update the scaper to add this data when new contributions are pulled
