This ticket should be worked on after the the metadata tables have been created.

Tasks:

Go through each service and document the mongo queries used to power the service APIs
Convert each mongo query into a query(ies) of the new metadata tables and data.codefordc.org
Write new services that use these queries
Use the new services inside the controllers
