For charges that are Felony, if the BRA felony toggle is true, indicate that the charge is eligible under the Interests of Justice

This would be a good issue to double-check with our lawyer contact - for BRA felonies the determination guide says:
"use the 16-803 analysis for ineligible misdemeanors (if it is a non-conviction) and the 16-803 analysis for eligible misdemeanors (if it is a conviction)"
rather than marking then Eligible.
