rename "Standards and Specifications" to "Standards Watchtower" + possibly restructure

At CAC-2024, the SIC decided to locate its work plan item titled "Standards Watchtower" in what used to be "Standards and Specifications" section of the SIS.

There will also be an attempt to formulate some intern-level tasks for reinvigorating that part.

It might be interesting to create some use cases that can be then used in teaching on standards (the teaching takes place already, but clear use cases would help out, and we are definitely able to come up with those, within the SIC).

• Of minor but relevant things: we may need something like a "waiting room", to list initiatives noticed but not yet introduced into the Watchtower. (in add a table and a link to open GH issues with a template #338 )
