Interesting proposal from CF on adding two new roles: Space Developer and Space Operator

I don’t think any actual “operator” would find the operator role useful, but it could be a useful role for a deployer account.

However it might be appropriate to advocate for an even more restricted "Space Deployer" role within the proposed scheme.

Project members may be interested in commenting on this before it's enacted.

Further, we may need to add an option to pick with role the space deployer has once these roles are available.
