Update shim to post to submission guidelines

Requirements:

• If origin is github do the following
  • Post the following
    • Please access the repository here; pass in the repo URL
    • Standard rules on how to assign, get paid, submit feature branch, etc... @cwdcwd I think you have this already

Setup & Reference:

Submissions:

• Ensure good test coverage on all modules
• Upload documentation for how to run your submission
• Upload all your source code as a zip for review
• Winner will be required to submit a pull request with their winning code.

I think we're gonna solve through Github Issue Templates for the moment. See this

This is different thought we need to populate the "Submission Guidelines" in launching a challenge. This is where we need the auto link back to source system too.

ahhh. no we didn't do that but we can get that done PDQ. Should really be an issue here on the shim
