Make it easy to add new templates. At the moment adding one requires:

cloud-config inst/cloudconfig/template.yaml
startup script - inst/startupscripts/template.sh
add docker container default to switch statement in startup-scripts.R
add to argument choices in gce_vm_template
add template_tags() for networking (optional)

No way specify a new nginx configuration if you need it in style of rstudio-shiny.

It should just be the first two, with an optional addition of a nginx config to inst/nginx

If template ends with gpu e.g. rstudio-gpu then it will add GPU settings
