As per the roadmap.

This should be optional, and only enabled/enable-able if the flarum/tags extension is enabled. I imagine an option allowing to choose the number of primary and secondary tags to display respectively. There should probably be a way to select "display all" for each category of tags (maybe use the value -1 for this).
