Fix RCT Parameters

Fix two problems with RCT Parameters: neglected backport for 74X, and update payloads in GT.

74X PR cms-sw#11288 is merged, awaiting new CMSSW patch
Corrected GTs have been requested.

Since the 74X GT queues are closed, we need a new 74X GT for data-MC comparisons which includes fixes to improve data/MC agreement since 74X MC production began. We also need to ask HLT / TSG what they want in the 74X_HLT_mcRun2_startup_dataMC_comparision_Queue ... I assume they want the correct L1RCTParameters there as well (check), if they want CaloParams updated as well to match Stage1 online, then we can use that queue.

Probably want L1GCTJetFinderParams_stage1_25ns_mc in that Queu as well... (check HLT). Its currently an ancient 2012 table.

After discussions with Andrea and David, use cases for 74X are dwindling. But generally:

• A DataVsEmulation GT is probably useful. This would allow us to update conditions that were actually used for data taking without disturbing the tags used for MC generation.
• But more importantly from their point of view: verify that the MC tags for 76X correctly reproduce 2015 data taking.
