yes, you can do this! assign the district 20 user an no other plugin should be necessary, but installing other plugins may help more finely-tune user permissions |

meeting they create will be editable by them. you (as an admin) can change
the author of existing meetings using the author panel. if it's not
showing, go under "Screen Options" to show it

I'd like to limit editors to the districts they're from so that the rep from District 20 can just edit meetings in District 20. Can that be done"?
