HUD was supposed to create one, but they may soon be prohibited from creating one: http://nlihc.org/article/bills-introduced-nullify-fair-housing-regulation

May be interesting and useful to try to to create this locally. Would likely take some collaboration with the local affordable housing community, maybe UC Davis Center for Regional Change.
