Add filter and search feature to data table

We could possibly add a search bar for each table to allow the user to narrow the results. When typing text, it could give an option to save as a filter. This would create an (inclusive) filter tag, which you could add multiple of.

For example, "Realtors" and "Apartments" could be combined to show all housing-related interest groups. People would probably also want to use this filter across all donors and candidates.
