find neighborhoods most likely effected by blight and try to market this app and its usage in those neighborhoods.

-not necessarily looking to deploy in the areas with the MOST blight. Community organizer should consider how popular demand can identify the most urgent blight, not necessarily the biggest concentrations of it.
