Update Crash DB with dataset from OpenDurham #37

This dataset has the whole state:

https://opendurham.nc.gov/explore/dataset/north_carolina_bicycle_crash_data_heatmap_/?tab=metas

At this time we shouldn't add it because the front-end doesn't support paging/clustering and the dataset has 6000 entries.
