Move HPA configuration to new color.

If an existing deployment has a Horizontal Pod Autoscaler setup, then the new deployment should also use it. Currently this is not the case and HPA must be added manually after a deployment

When a version has enabled the HPA on the cluster a RCD is created with the same name as the current version ex. website-ef-deployment-1e9282d-master, if a new version is deployed it create a new RCD with his new name as the deployment name, so is need to delete the old RCD HPA.
