Removing mission specific support in rio-tiler? (moving to external module)

TL&DR I think we should remove the mission's specific code in rio-tiler and create a @cogeotiff/rio-tiler-pds module to handle those.

• There are more and more open dataset either on AWS, Azure or Google cloud and I think having a specific module/rio-tiler plugin makes more sense.
• I see rio-tiler as high level (rio-tiler.reader is the core) + a simple wrapper for COG (rio_tiler.io.COGReader)

I'd love to get some feedback on this before moving forward.
