Testing the ActiveRecord version would allow to use audited without Rails.

Up to version 5.3.3 audited could be used as an extension of activerecord without rails. I would suggest to check the version of activerecord with ActiveRecord.gem_version instead of Rails.gem_version to allow usage without rails.
