[runtime] Set SO_LINGER=0 on Connection Drop from Invalid IP or Failed Handshake

(AFAICT it defaults to None and leaves it to the OS default)

I'm not sure if we want to enable this on all connections for runtime::tokio or find some way to pipe it through the network trait?

We could add a method called "forcible_drop" or something that immediately gets rid of. Maybe we add a force_close that consumes but that could confuse with the drop case?
