Announce modal is not visible on non-bedrock theme

The announcement modal is not visible on the non-bedrock theme, and you can't close it.

To prevent it, please add #concrete-announcement-modal { opacity: 1; }.

I can't reproduce this. Elemental is not a bedrock theme, and it displays the announcements just fine:
