The AWS provisioner was implemented two cluster_type types: on-prem and eks. Running tests with the former was broken and I sent fixes in #1975 . With eks I haven't run tests for more than months so I suspect it's broken, hence creating this issue to check its status.

We may want to run tests on eks as part of #1979 but this shouldn't be a blocker.
