provide exact regex

I think that
need to provide exact regex
for applying this policy easily.

There are many regarding Q&A, articles in the internet,
but I could not find exact one. (googling)

And one more thing I can say, now I am chatting with chatgpt, claude,
they also didn't return good answer.
The reason why they can't get the answer is, I think, below conditions are complicated.

body is optional, can have many newline, many paragraphs, or :<space> also (any characters are okay and recognize last paragraph is footer, all upper side paragraphs except last are body).
footer is optional, can have :<space> or <space>#.
