[Improvement]: add healthchecks to dev services

Problem

Development Docker Compose services lack healthcheck configurations, making it harder to:

• Ensure services are fully ready before dependent services start
• Debug container startup issues
• Monitor service health during development

In dev, you can already inspect container status via docker ps or docker compose ps. For most local workflows this is enough to verify containers are up, so healthchecks may be optional rather than required.

Technically it can work without it but the closer the development environment is to the production environment the better, so this makes sense.
