Migrate translations service

LocaleApp is shutting down, we'll need to find a similar service with some free tier for OSS.

We’ve made the tough call to officially retire LocaleApp on April 5, 2025.

Transifex seems good option to me

I didn't used any of them for long time, so a priori both options seem fine to me. Transifex is apparently in a transition period: https://xtm.cloud/blog/xtm-international-acquires-transifex/. Maybe I'd go with Crowdin?
